Professor Jacek Czaputowicz, PhD, is a graduate of the Central School of Planning and Statistics in Warsaw, a doctor of political sciences (Institute of Political Studies at the Polish Academy of Sciences) and an associate professor of humanities (Faculty of Journalism and Political Science at the University of Warsaw). He completed post-graduate studies at foreign universities (i.a. at the University of Oxford). In the 1970s and 1980s, he was a democratic opposition activist. Due to his activity, he was interned on 13 December 1981 (released on 25 November 1982) and imprisoned in 1986 (he was amnestied 7 months later). In 1988–1990, he was a member of the Civic Committee of the President of NSZZ “Solidarność”.
In 1990, he started working in the Ministry of Foreign Affairs – he was a Vice-Director, and later the Director of the Department of Consular Affairs and Emigrants (1990–1992). In 1998–2006, he was the Deputy Chief of the Civil Service. In 2006–2008, he held the position of the Director of the Department of Strategy and Foreign Policy Planning at the Ministry of Foreign Affairs. In 2008–2012, he was the Director of the National School of Public Administration. From January to September 2017, he headed the Diplomatic Academy of the Ministry of Foreign Affairs. He was the Undersecretary of State for Legal and Treaty Issues at the Ministry of Foreign Affairs as from September 2017.
In 2007, Jacek Czaputowicz was awarded the Officer’s Cross of the Order of Polonia Restituta and in February 2017, he received the Cross of Freedom and Solidarity for his merits for the benefit of independence and sovereignty of Poland and respecting human rights in the Polish People’s Republic.
He wrote over 100 research papers and scientific monographs, e.g.:
