Central Transport Hub “Solidarity” in Stanisławów

Poland has all advantages to be the transport centre of Central and Eastern Europe, argued the government plenipotentiary for the Central Transport Hub Mikołaj Wild.

Solidarity Airport

We do not have to fight for new markets. We must consolidate the market that is unused today. As regards air transport, we have some reasons to be happy, said Mikołaj Wild.

The Central Transport Hub “Solidarity” is to be a transport hub based on integrated air and rail hubs. To ensure profitability of the planned airport, the transfer traffic must be developed until the Hub is opened, including intercontinental air connections.

The Solidarity airport is to be built in Stanisławów, Baranów gmina, 40 km away from Warsaw. Stanisławów is the appropriate location, since it offers the possibility to provide an adequate area. An additional criterion was its proximity to Warsaw.

The plenipotentiary for the hub emphasized that we will strive to reconcile the interests of the inhabitants of nearby villages in order to offer adequate compensation to the local community. He added that the government will prepare fair compensation offer and for those who do not want to receive monetary compensation, we are ready to build a new Stanisławów.

The first plane will take off from the Central Transport Hub in mid 2027, declared Mikołaj Wild. The concept assumes that the cost of the airport component will amount to PLN 16-19 billion (based on cost of building similar airports around the world). The cost of the railway component will amount to PLN 8-9 billion (based on estimations in the Feasibility Study on construction of a high-speed railway Warsaw - Łódź - Poznań/Wrocław). The cost of the road component will be from PLN 1.75 billion (in the case of building 65 km) to PLN 6.87 billion (in the case of extension of the Warsaw Motorway Ring Road, based on estimations by the General Directorate for National Roads and Motorways). The implementation cost of the document’s main assumptions, with the largest extent of works, will be within the range of PLN 30.9-34.9 billion. Due to the different nature of individual components, their financing strategies may vary from case to case.

The adopted schedules assume that the main investment process will be completed by 2027, assuming that individual projects will be implemented at the same time. The plenipotentiary for the Central Transport Hub, who is to report to the government, is responsible for monitoring the work on the concept.

I must honestly say that the next two years will be the preparatory period, which – in my opinion – cannot be shortened. If in two years we will manage to conclude a design-build agreement on the “Solidarity” airport, I will say that we did a great job, added Mikołaj Wild.

Railway

In the opinion of the plenipotentiary for the Central Transport Hub, railway is the most ecological means of transport, supported by the European Union. Railways are supported at the level of the EU legislation, since it implements the EU objectives in terms of ecology and environmental protection. We want to participate in this trend and we hope for the EU co-financing, stated Mikołaj Wild.

In order to be competitive, the railway system must ensure fast access to the Hub from across the country. The travel from the largest Polish cities to the Hub by railway is to last 2-2.5 h, and from the centre of Warsaw - 15 minutes.

Roads

The A2 motorway will be reconstructed, the construction of the Warsaw Motorway Ring Road, envisages in the National Spatial Development Concept until 2030, is to be completed. In the minimum variant, the section of around 65 km in length will be built to connect the national road No 92 (Sochaczew junction) – the Central Transport Hub with A2 – express road S8 and express road S7 (junction in Grójec). The optimum variant, ensuring easy access to the Central Transport Hub and redirecting the heavy vehicle traffic around Warsaw, assumes the construction of sections with the total length of 248 km, connecting (S8) - Kołbiel (S17 junction) - Mińsk Mazowiecki (A2 junction) – and Sochaczew - Wyszogród - Zakroczym - Serock - Wyszków.

New city. Integration of Warsaw and Łódź

A new city will be created between Warsaw and Łódź, as it always happens around airports, stated Mikołaj Wild.

The concept provides for creation of legal and infrastructural conditions to locate a new city around the Solidarity Airport, which could comprise business parks, a world-scale fair, exhibition and congress centre for Central Europe, conference centres, office and administration buildings or a campus co-created by the federation of Polish higher education institutions.

The concept also provides for implementation of development programmes related to important national heritage sites in the vicinity or revitalisation projects for nearby urban areas (e.g. in Łódź). The investments will lead to actual merger of Warsaw and Łódź agglomerations.
