Electronics engineer, President of the City of Świdnica for many years, Member of the 8th and 9th term Sejm. Activist of the Agreement party.

In October 2019, he was elected Member of the 9th term Sejm from the Law and Justice list in Wałbrzych. Between 2015 and 2019, he served as a Member of the 8th term Sejm, also from the Law and Justice list. He chaired the Extraordinary Parliamentary Committee for Deregulation. He also participated in Parliamentary Committees for Economy and Development, Public Finance and in the so-called Committee of Inquiry into VAT Fraud.

As a Member of Parliament, he worked on the Act of 4 November 2016 on amendment of certain acts defining the conditions for operating an innovative business, which became known as the “first Act on innovation”, an on the Act of 9 November 2017 on amendment of certain acts aimed at improving legal environment for innovative businesses, known as the “second Act on innovation”.

He was born on 13 December 1957 in Świdnica. In 1981, he was awarded a degree of Master in Engineering by the Faculty of Electronics of the Wrocław University of Science and Technology. In 1988, he completed a postgraduate course in Microprocessor System Design at the same University. In 2008, he completed a postgraduate course in New Public Management at the International University of Logistics and Transport in Wrocław.

Between 1981 and 1992, he worked as a designer at Zakłady Elektrotechniki Motoryzacyjnej [Automotive Electrical Engineering Company] in Świdnica. Between 1990 an 1998, he served as a member and vice-chairman of the Świdnica City Council. Between 1999 and 2002, he was a Starost of the Świdnica Poviat. Between 2002 and 2014, he served as the President of the City of Świdnica for three consecutive terms. As the President of the City, he closely cooperated with local universities. Between 2014 and 2015, he was a member of the Świdnica Poviat Council.
In 2013, he was awarded Knight's Cross of the Order of Polonia Restituta. In 2014, he won the Local Government Oscar – the Grzegorz Palka Award. In the same year, he was also awarded the Jan Kilisiński Gold Medal for services to the Polish craft industry and the Lower Silesian Griffin Economic Award. In 2012, 2013 and 2014, he was awarded the QI Golden Emblem and the QI Pearl, while in 2009, he won the Lower Silesian Key to Success.

He is actively engaged in social activity. Since 1984, he has worked for the “Ut unum sint” Foundation for Helping Poor Children, and since 1990, he has served as its president. He also supports, among others, the St. Brother Albert Society. For many years, he headed the “Local Government Community of the Land of Świdnica” Association. Between 2001 and 2007, he was the President of the Student’s Association for Economic Initiatives, which he helped establish.

On 5 December 2019, he was appointed Secretary of State at the Ministry of Development, a position which he held until 16 April 2020.

He is a member of the Council of the Łukasiewicz Research Network.

He is fluent in German.

He is married, with a daughter and a son.
