Minister of finance
Teresa Czerwińska is a professor of finance at the University of Warsaw (since 2011). Since June 2017 she has been the Undersecretary of State at the Ministry of Finance, where she has been responsible for, inter alia, state budget preparation and execution, and handling funds from the European Union.
She graduated from the Department of Social Sciences (1997) and the Department of Management (1998) of the University of Gdańsk. She has extensive experience in both the academia and in the financial market. She is the author and co-author of many scientific publications, analyses, and expert opinions in finance and risk management of financial institutions (especially insurance undertakings) and socially responsible investing. She is the co-author of handbooks in macroeconomics, insurance, and investment management.
Between December 2015 and June 2017 she was the Undersecretary of State at the Ministry of Science and Higher Education, where she was responsible for key areas: development and implementation of a new algorithm mechanism of dividing the budget grant for public universities, improvement of fund spending efficiency, reducing bureaucracy in reporting, and introduction of quality-oriented solutions in the mechanisms of university financing. She also handled budget planning and execution, performed the tasks of the administrator of budget sections for the entire sector of science and higher education, and supervised control and audit in subordinate and supervised units.
She was an expert in national bodies, i.e. the Advisory Committee for the Financial Ombudsman, working group of the Minister of Economy (2014-2015), and in international bodies, i.e. the Insurance & Reinsurance Stakeholder Group for the European Insurance and Occupational Pensions Authority (EIOPA) in Frankfurt (2015-2018), and coordinator of the financial regulations area at the Centre for Antitrust and Regulatory Study (CARS) (2014-2015). In the 2015-2018 term, she was the secretary of the Finance Science Committee of the Polish Academy of Sciences. She worked at the Office of the Insurance and Pension Fund Supervision Commission (2005), she was appointed to join supervisory bodies of financial institutions and a court expert.
She is married, with one daughter. She loves the theatre and classical music.
