Born 4 January 1959 in Krzeszowice. Member of the 5th, 6th, 7th, 8th and 9th term Sejm from the Krakow region.
Holds a higher education degree in economics, specialising in accounting and finance in business management.
He worked at the "Prefabet - Krzeszowice" Concrete Industry Company, and then at the Office of Chief Mechanic at the Chrzanów Refractory Material Factory. In 1982, he was hired by the Investment Department of the Regional Supply and Sale Cooperative in Krzeszowice. In 1984, he began working at the Repair and Construction Plant at the Cooperative in Sanka near Krzeszowice, successively as a site foreman, site manager and head of the Repair and Construction Plant.
He is a member of the Lesser Poland Chamber of Civil Engineers. In the final years of the 1980s, he contributed to the formation of the movement of the Citizens' Committees of the Independent Self-governing Labour Union "Solidarity" in the western part of what was then the Krakow Voivodeship. Between 1998 and 2005, he served as a member of the Krakow Poviat Council.
Long-term Vice-Chairman of the parliamentary Infrastructure Committee.
Member of the Law and Justice party since 2001. Head of the Law and Justice party structures within the Krakow constituency. Between November 2015 and January 2018, he served as Minister of Infrastructure and Construction. On 9 January 2018, he was appointed Minister of Infrastructure; he held the office until 15 November 2019.
On 15 November 2019, he was reappointed to the office of Minister of Infrastructure.
