The project called Economic and social anti-crisis shield for the safety of entrepreneurs and employees in connection with the SARS-Cov-2 pandemic will cover 5 pillars: safety of employees, financing of companies, health care, strengthening of the financial system and public investment programme.

The first pillar is intended to protect employees from losing their jobs and to introduce protective measures for employers on the labour market. According to the Prime Minister, the measures offered will include, among other things, that the state will cover 40% of the remuneration to the average remuneration. He added that thanks to such a solution, several million people will be safe on the labour market.

In the case of self-employment, order contracts and contracts of commission, the government plans to introduce a solution that will amortise the loss of these services and orders.

The second pillar concerns the financing of entrepreneurs. This includes loan guarantees, leasing financing for transport companies and micro-loans of up to 5 thousand. As the Prime Minister explained, the aid package is to support companies so that they can rebuild their orders and production after overcoming the coronavirus situation.

Another key issue is support for health care. According to the head of government, this means at least PLN 7.5 billion of additional funds for infectious diseases hospitals, protective equipment, medical equipment necessary to modernise the hospital base and fight coronavirus.

The fourth pillar of the package is to ensure the security of functioning of the financial system, including deposits, payments and withdrawals. The Prime Minister also stressed that the government wants UOKiK and other price regulatory authorities to control the market from the perspective of prices.

The last pillar is public investment. We want to apply a classic investment impulse on the part of the state and we are building a fund of at least PLN 30 billion for municipal roads, digitisation, environmental protection, modernisation of schools and hospitals, emphasised the head of government.

Works on the project will be continued at a working meeting of government members in the form of a video conference.
