The Polish prime minister plays a double role: as the Chairman of the Council of Ministers and a separate administrative body. The relevant legal conditions are specified in the Council of Ministers Act of 8 August 1996 and Labor Regulations of the Council of Ministers (Council of Ministers’ resolution no. 49, passed on 19 March 2002).

- represents the Council of Ministers;
- manages the Council works;
- calls meetings;
- sets up meeting agendas:;
- chairs the meetings.
Substantive competences:
- manages the substantive actions taken up by the Council of Ministers;
- bears political responsibility;
- decides on the Council of Ministers lineup;
- coordinates and controls the work performed by minister and other Council members.
- makes sure that the policies adapted by the Council of Ministers are executed.
Acting as the chief government administration body, the Polish prime minister:
- has general competences – his tasks include all the issues which have not been reserved for the other bodies (the so-called competence presumption);
- ssues dispositions and orders;
- is the main messenger of the government administration;
- is the official supervisor of all the government administration employees;
- recruits staff of numerous government administration bodies;
- controls central and territorial bodies of the government administration;
- supervises self-governments within the limits specified in the acts and constitution.
