All over the country, there appear new investments related to EURO 2012 Football Championships. Roads, stadiums, railway stations and regional airports whose total value exceeds PLN 88 billion are being constructed. The projects are 80 per cent finished. Local roads, important for the inhabitants of communes, districts and towns, are also being modernised.

Simplified law

Acceleration of infrastructure works has been possible owing to changes in legislation. The government has adopted three special acts: the Road Act, the Railroad Act and the EURO 2012 Act. Those acts have made the construction process shorter and the process of acquiring real property for investment purposes considerably more efficient. Additionally, the environmental law has been rearranged (the period for granting environmental decisions has been reduced from 300 to 100 days), NATURA 2000 areas have been established, possible obstructions to awarded tenders have been limited, and an act facilitating the creation of public-private partnerships has been adopted.

Main roads

So far, 195 km of motorways, 400 km of express roads, 134 km of ring roads (39 in total) and 480 km of rebuilt roads have been opened. More that 1440 km, including parts of A1, A2, A4 and A8 motorways, is under construction. Taking into account the current budget situation, in 2011 the government has decided to give priority to certain road projects which must be completed first, and to complete the remaining ones later on.

Local roads

The modernisation of roads within the framework of the National Local Roads Reconstruction Programme 2008–2011 is already underway. At first, the modernisation was to cover 6,000 km of local roads; now, it is already evident that as much as 8,000 km of roads will be modernised. New local roads will be used by inhabitants of 1,500 communes, districts and towns.

Airports

Eight airports are currently modernised: the airports in Warsaw, Gdansk, Wroclaw, Poznan, Katowice, Szczecin–Goleniow, Rzeszow–Jasionka and Krakow–Balice. Terminals, taxiways and runways etc. are being constructed.

Railroads and railway stations

Despite the fact that over 1,000 km of railroads have been modernised so far and renovation works have already started at 71 railway stations (e.g. in Warsaw, Poznan, Gdynia and Katowice), the situation of the Polish Rail is still very difficult. At the turn of 2010 and 2011, as a consequence of chaos resulting from the changes in the timetable, the Deputy Minister of Infrastructure and members of the boards of railway companies were dismissed. The newly appointed officials are expected to put the situation in order.

Stadiums

The construction of sports stadiums for EURO 2012 European Football Championships in Warsaw, Wroclaw and Gdansk is underway. The stadium in Gdansk has already been opened for public use.
