So far we have disbursed 60 per cent of this sum.

Simplified procedures

Now the EU funds can be spent faster, as the procedures for their acquisition have been simplified. For example, limitations in acquiring advance payments by the companies applying for grants have been abolished, process of transferring the budget funds in the form of development grants for the implementation of the Regional Operational Programmes to local governments has been improved, and awards for the best regions to implement the EU programmes have been established. Moreover, in the case of the so-called large-scale projects, e.g. projects related to the environmental protection, worth more than 25 million euros, and those related to infrastructure, worth more than 50 million euros, the reimbursement procedures have been accelerated.

Poland leads in the utilisation of funds from the European Regional Development Fund, the European Social Fund and the Cohesion Fund. We have already acquired approximately 16.5 billion euros in the form of advance payments and reimbursements. Spain (7.8 billion euros) and Germany (7.5 billion euros) are well behind us, and so are other EU member states.

Projects underway

Thanks to the EU funds, until 2013 Poland will have thousands of new jobs, kilometres of main and local roads, as well as an extensive broadband Internet network. Moreover, new sewage systems will be built, and dozens of laboratories and research centres will be modernised or established. Also, healthcare centres will be modernised and several thousand of ambulances will be bought.
