The Council of Ministers takes decisions on domestic and foreign policy, government administration as well as issues which go beyond competencies of the President and the territorial self-government.
Key decisions of the government are issued as draft bills, which are then submitted to the parliament. In addition, the government adopts resolutions and regulations as well as other documents, such as strategies or social and economic programmes. The Council of Ministers develops annual draft budget and oversees its performance.
Decisions of the Council of Ministers are always the common position of the government. Having regard to the draft document, the Prime Minister and ministers may adopt, amend, reject or submit it for further consideration.
The Council of Ministers makes decisions during meetings or by circulation. Circulation is applicable to decisions which do not require a discussion – documents are referred to by “correspondence”.
Meetings of the government are convened weekly, usually on Tuesdays, and are non-public. Decisions of the Council of Ministers are released by the Government Information Centre in special announcements.
