Elżbieta Bieńkowska
Born on 4th February 1964 in Katowice.

From January 1999 to November 2007 she worked in the Office of the Marshal of the Śląskie Voivodeship. As Director of the Department of Regional Development she was responsible for programming and implementation of regional development measures funded under European Union pre-accession measures and Structural Funds, part of the National Development Plan 2004-2006 and the National Strategic Reference Framework 2007-2013. She was coordinator and negotiator of the Śląskie Regional Operational Programme for the Years 2007-2013 and a member of the Śląskie Regional Operational Programme Monitoring Committee. From 2002 to 2007 she was the deputy chairman of the Supervisory Board of the Górnośląska Regional Development Agency.

Before that between 1996 and 1998 she worked in the Katowice Voivodeship Office. As senior voivodeship inspector of the Voivodeship’s Office Department of Economy, she helped deliver the Katowice regional contract and develop PHARE INRED. In 1999 she was the Katowice voivod’s representative for the Regional Development Strategy, leading the work of the strategy team. She coordinated the delivery of the Katowice regional contract. She was also the manager of the PHARE INRED secretariat. She coordinated work on the Śląskie Regional Innovation Strategy and managed the revision team for the Śląskie Regional Development Strategy for the Years 2000-2020.

She holds an MA in oriental studies from the Jagiellonian University graduating in 1989. In 1996 she graduated from the National School of Public Administration and in 1998 from the Warsaw School of Economics post-graduate MBA course.

She is an expert in international projects. She taught at post-graduate courses at the Silesian University and Warsaw School of Economics.

She speaks fluent English.

She is author of “The Role of Regional Self-Government in the Early Period of Implementing Structural Funds in Poland - Experience from the Integrated Regional Operational Programme” (2005) and “Programming Regional Development in Poland - the Regional Perspective” (2002).

Married with three children.
