The Office of the Chairman of the Council of Ministers is the place where the Prime Minister works. This is where he receives his foreign guests as well as local delegations and representatives of various communities. Each Tuesday, the Council of Ministers, chaired by the Prime Ministers, meets at the Office to discuss and accept draft Laws, adopt ordinances, issue opinions and approve other instruments.
Scope of competences
The competences of the Office of the Chairman of the Council of Ministers are laid down in the Regulation of the Council of Ministers concerning the Statutes of the Office of the Chairman of the Council of Ministers and the rules of procedure of the Office of the Chairman of the Council of Ministers. The Office is responsible for legal, organisational and office-related aspects of the work of the Council of Ministers, Chairman of the Council of Ministers, Deputy Prime Ministers, Minister – Member of the Council of Ministers, Special Services Committee, Legislative Council and Head of the Civil Service. Moreover, the Office provides assistance to Government representatives, committees, joint committees, boards, teams and other support and advisory bodies.
Local and international meetings
The Office of the Chairman of the Council of Ministers is the place where the Prime Minister works. This is where he signs the most important documents, receives foreign government delegations and talks to heads of foreign governments. This is also where the Prime Ministers receives his guests from Poland.
Meetings of the Council of Ministers
Each Tuesday, the Government, chaired by the Prime Minister, meets at the Office of the Chairman of the Council of Ministers to accept draft Laws which are then submitted to the Parliament for discussion. During such meetings, Ministers also adopt resolutions, ordinances, programmes and other national instruments. Before they are submitted to the Ministers, all such instruments are first reviewed by the Committee of the Council of Ministers.
Committee of the Council of Ministers
The Office of the Council of Ministers is also the office of the Permanent Committee of the Council of Ministers. The Council consists of Deputy Ministers and it is chaired by a member of the Council of Ministers appointed by the Head of Government. The Committee assists the Government and presents its opinions concerning individual instruments to the Government, which simplifies the decision-making process during the meetings of the Council of Ministers.
Structure
The tasks of the Office of the Chairman of the Council of Ministers are performed by the personnel of the Office’s following units: Secretariat of the Prime Minister, Government Information Centre, Strategic Analysis Department, Department of the Council of Ministers, Department of the Committee of the Council of Ministers, Department of Control and Supervision, Legal Department, Department of Complaints, Applications and Assistance to the Refugee Council, Civil Service Department, Department of Parliamentary Affairs, Department of Foreign Affairs, Office of the Special Services Committee, Office of the Prime Minister’s Representative for International Dialogue, Office of the Government Representative for Equal Treatment.
The Office of the Chairman of the Council of Ministers also hosts secretariats of leading national officers. The individual units of the Office, apart from the Prime Minister’s political cabinet, are supervised by their respective directors.
